Welcome to the village of Penn Yan. Our quaint town offers many shops and restaurants as well as local breweries and wineries. The name "Penn Yan" is a syllabic abbreviation of "Pennsylvania Yankee.
The first frame dwelling at Penn Yan was built in 1799. The village became the county seat in 1823, when Yates County was created. It was incorporated in 1833.
Penn Yan, New York is home to one of the oldest mills in the United States, The Birkett Mills, founded in 1797. It’s one of the largest buckwheat manufacturers in the world. In 1823, the mill in Penn Yan, NY burned down; today’s mill has been in use since 1824. On September 27, 1987 the company made history by setting a Guinness Book of World Record for the largest pancake ever made at the Annual Buckwheat Harvest Festival, a record that has since been bested.
Since the late 20th century, Old Order Mennonite and Amish families have settled and taken over farms in the region. The Yates County Old Order Mennonites settlement is the largest horse-and-buggy community in the state of New York.

The Garrett Chapel, also known as the “Little Chapel on the Mount” was constructed by Paul and Evelyn Garrett. They managed Garrett and Company, one of the largest wine producers in the US from 1867 to 1962. While there were operations all over the US, the Garretts called the vineyards on Bluff Point home each summer from 1917 to 1940.
The Chapel was built in memory of their only son, Charles, who died of tuberculosis in 1929. On his deathbed, Charles asked to be returned to the place he loved best – Bluff Point. Today, the Chapel serves as a poignant reminder of the importance of family and the significance of our region to the history of American wine making.
